The deteriorating condition of secondary roads across the country is a growing concern, leading to road accidents that often result in severe injuries and fatalities. Most provincial teams within the Roads Department cannot effectively address these defects. Therefore, the Free State Department of Community Safety, Roads, and Transport (FSDCSRT), in partnership with the Central University of Technology, Free State (CUT), has launched a groundbreaking initiative to tackle the issue of potholes on provincial roads.
Targeted participants include women-headed disadvantaged households, youth, and people with disabilities. The Free State Province’s (FS) Pothole Patching Programme is a three-year initiative implemented across all five districts of the province. It is funded through the National S’hamba Sonke programme.

The specific objectives of the current programme include:
- Research / Sustainable Solutions: Conduct ongoing research to implement sustainable, long-term road maintenance solutions, ensuring the durability and effectiveness of repairs.
- Training: Provide training to equipping unskilled women and youth with the necessary road maintenance and pothole repair skills. As part of the training process, a secondary goal is to generate employment opportunities for unskilled women and youth, with an initial creation of over 550 jobs and a target of 650jobs by February 2025.
- Road Repair and Maintenance: For each of the three years, minimum of 90,000square meters of road sections will be repaired per year, thereby improving the overall road infrastructure in the province.
